[Mesa-dev] Implement EGL_EXT_platform_xcb

Hi,

This extension proposal has recently been accepted upstream:
https://github.com/KhronosGroup/EGL-Registry/blob/master/extensions/EXT/EGL_EXT_platform_xcb.txt

It's pretty simple to implement for Mesa, as Mesa already uses xcb
everywhere behind the scene. If someone could review this simple MR, I
would appreciate it.
