[ANNOUNCE] mesa 21.3.3

Hello everyone,

The third bugfix release, 21.3.3, is now available, containing
a majority of AMD fixes, mostly r300.

Please report any issue here:
https://gitlab.freedesktop.org/mesa/mesa/-/issues/new

The next bugfix release is due in two weeks, on January 12th.
