[ANNOUNCE] mesa 25.0.0

Hello everyone,

I'm happy to announce a new feature release, 25.0.0!

The flashiest addition is probably the support for Vulkan 1.4 by Anv (Intel),
Asahi (Apple), Lavapipe (software), NVK (NVIDIA), PanVK (Mali), RADV (AMD),
and Turnip (Qualcomm).
