Alright, I finally got my rig back setup with the right mesa options and
everything and have new screenshots and a new API trace. Attaching these now.

I'm including windows screenshots from my wife's PC as "how it should look".

New Game screen definitely does not look like the windows version but it looks
to me like everything looks the same in-game now (at least for Earth).

The new api trace is build on the same system with radeonsi and build options:
./configure CC="gcc -m32" CXX="g++ -m32" --prefix=$HOME/install/i386/
--enable-driglx-direct --enable-gles1 --enable-gles2 --enable-glx-tls
--with-dri-driverdir=$HOME/install/i386/lib/dri --with-egl-platforms='drm x11'
--with-gallium-drivers=radeonsi --enable-texture-float --host=i686-pc-linux-gnu
--build=x86_64-pc-linux-gnu

It was run with(stellaris wouldn't listen to LD_LIBRARY_PATH):
LIBGL_DRIVERS_PATH=/home/mordocai/install/i386/lib/dri/
/home/mordocai/git_repos/apitrace/build32/apitrace trace
.steam/steam/steamapps/common/Stellaris/stellaris

Adding attachments now.
