I did some more testing around here looking at your recommendations. I unfortunately can not reproduce exactly what I was seeing with the specific versions I mentioned in my original comment, but I still do see the problem with up-to-date arch. What I see now is that 17.0.1-1 works, whether I rename /usr/lib/xorg/modules/extensions/libglx.so to .xorg before installing mesa 17.0.1 or not (which I'm assuming is identical to bringing back the libglx.xorg hunk you mentioned and rebuilding xorg-server). That suggests to me that the problem is with the 17.0.1-2 package, which I believe is identical to 17.0.1-1 with the (non-trivial) changes in [1] made to the arch package. Assuming that is true, then this may not be a mesa bug per se, but rather a bug in the arch package.
