My Distro is Kubuntu 16.04 with Oibaf PPA for MESA. Replacing the content of /lib/firmware/radeon with the files found in <a href="https://git.kernel.org/pub/scm/linux/kernel/git/firmware/linux-firmware.git/tree/radeon">https://git.kernel.org/pub/scm/linux/kernel/git/firmware/linux-firmware.git/tree/radeon</a> (I just deleted and redownloaded everything) and doing a "sudo update-initramfs -u" restored the performance to normal levels using radeon (haven't tried amdgpu yet).
