<pre>mutter has the same issue with LIBGL_ALWAYS_SOFTWARE=1 in Ubuntu 19.04 right
now. It just fails to start in a similar way.
mutter version 3.30.2-4 says:
(mutter:14910): mutter-WARNING **: 12:53:43.586: Failed to create backend:
Failed to initialize renderer: EGL is not initialized, or could not be
initialized, for the specified EGL display connection., Missing EGL extensions
required for EGLDevice renderer: EGL_EXT_device_base
mutter master says:
(mutter:14901): mutter-WARNING **: 12:53:10.264: Failed to create backend:
Failed to initialize renderer: EGL is not initialized, or could not be
initialized, for the specified EGL display connection.
Mesa is version 18.2.8-2ubuntu1. Sorry I don't have time to bisect Mesa at the
moment.</pre>
