[Mesa-maintainers] Downstream Mesa patches and quirks

Debian mesa has this patch:
https://salsa.debian.org/xorg-team/lib/mesa/blob/debian-experimental/debian/patches/07_gallium-fix-build-failure-on-powerpcspe.diff
It was rejected years ago for mesa inclusion.

Also there is this one:

 - multiple patches (GregV up-streamed a few things already), shebang
(no longer needed), glx-tls, sed/other hacks

PPAs
 - Based on really old Debian packaging, obsolete patches

openSuse
 - multiple "never to be upstreamed" patches, shipping exact same
binaries 4 times (split xvmc/vdpau/etc)
