I agree that this is a candidate for 10.0, since it fixes a memory leak
in core Mesa code...even though no driver exposes
AMD_performance_monitor on 10.0 (due to last minute reverts).

Alternatively, one could simply revert the rest of
AMD_performance_monitor from 10.0.  Up to the stable maintainers.
