[Mesa-stable] Cherry-pick Braswell commits to 10.5

Hi Emil,

This is a similar request to the 10.6 cherry-pick request, but without
the EOT patch.  That commit won't apply on 10.5 cleanly, and doesn't
seem to be necessary to avoid the GPU hangs, since Curro's compaction
change wasn't applied to 10.5.

Matt said he'd take a look at fixing up both compaction and EOT, and may
send separate patches for those.

Please cherry-pick these commits to 10.5:
