[Mesa-stable] [PATCH] scons: update for LLVM 4.0

I think what Ben is pointing out is that this patch isn't changing the
supported llvm version for Mesa, it's simply making sure that the versions
supported by the scons build are correctly in sync with what the autoconf
build already supports.
