[Mesa-stable] [PATCH 0/4] gallivm/ppc64le: advance LLVM min version for VSX codegen, add environmental controls

Advance the minimum LLVM version for VSX code generation to 4.0.
New environmental controls:

  GALLIVM_LLC_OPTIONS  <string>
  GALLIVM_MATTRS   <string>
  GALLIVM_VSX      0/1, default=1
  GALLIVM_ALTIVEC  0/1, default=1
