Hi Emil,

Can you please cherry-pick this commit to 17.3?  It fixes GPU hangs.
Apparently there was not a Bugzilla, and I neglected to mark it with
Fixes or Cc (my mistake!).  I haven't seen a huge number of affected
apps with this, so it likely doesn't warrant an emergency release or
anything...we'll just hit the next one.  Thanks!

    i965: Emit CS stall before MEDIA_VFE_STATE.
    
    This fixes hangs on GFXBench 5's Aztec Ruins benchmark.
    
    Unfortunately, it regresses OglCSCloth performance by about 10%. There
    are some ideas for fixing that.
    
    The Vulkan driver already emits this stall.
