[Mesa-stable] [PATCH] st: require compatible driver in autotools

I meant to add to the previous message:
I note that the documentation on submitting patches says that patches
must land in master before being applied to a stable release. In this
case, the autotools files have been removed in master, but I think it
is still worth considering applying this patch to stable, because
other people still using autotools might come across the same build
error I did, and similarly spend hours wondering what exactly is wrong
with their set of build options.
I also realise that the patch is quite large. This is because I had to
move the code that sets the HAVE_GALLIUM_* variables to before where I
needed to use them. As far as I can tell, this doesn't affect anything
else, and none of the moved code has been changed in any way.
