[Mesa-stable] [PATCH 1/2] gallivm: guess CPU features also on ARM

[Lubomir Rintel]

getHostCPUFeatures() is also available on ARM, for even longer time than
for x86. Use it -- it potentially enables instructions that may speed
things up.
