    d3d: meson: do not prefix user provided d3d-drivers-path

I've just picked the following for 18.3, but we'll want it in 19.0 as well.
Without it builds which explicitly set the variable end up with
incorrect information in the .pc file.

Let me know, if you think we should omit it.
