You already have mesa and all stuff on CentOS release 4.8 , you don't
need compile anything, Mesa 7.8.2 requires a newer bunch of software
like kernel , lidbrm , xorg-server etc ..
So , I think you don't need the latest version of Mesa.
xorg-x11-Mesa-libGL-6.8.2-1.EL.63.i386.rpm
xorg-x11-Mesa-libGLU-6.8.2-1.EL.63.i386.rpm
this distro is so old , that devel packages are in
xorg-x11-devel-6.8.2-1.EL.63.i386.rpm
