[Mesa-users] how to install mesa on Windows?

I downloaded and uncompressed mesa and read the webpage
http://www.mesa3d.org/install.html, but I just don't understand what it is
saying. To install mesa on Windows, the webpage says to run

scons

, but scons is only a subdir in the mesa package, how to run it?
