My sincere apologies to you and the list.
It turns out that the problem is with the version of dhcpcd (6.0.5) that
was in use. Reverting to dhcpcd-5.6.6 allows my Huawei E160E USB modem
to connect with ModemManager-1.0.0 and NetworkManager-0.9.8.8
