A-GPS support for QMI devices

Hey hey,

I just uploaded one branch in libqmi (aleksander/agps), and one branch
in MM (aleksander/agps):

Both together provide support for configuring a SUPL server, and also
support for enabling/disabling A-GPS; e.g.:

$ sudo mmcli -m 0 --location-set-supl-server="74.125.195.192:7276"
$ sudo mmcli -m 0 --location-enable-agps
$ sudo mmcli -m 0 --location-disable-agps

I truly haven't tested it much, as I'm stuck with my desktop pc for some
time, so tests by others are greatly appreciated. If anyone does test
these branches, please get me debug logs of MM :)

Note that you should explicitly need to launch a connection for A-GPS to
work...
