Somewhat sub-optimally; translations are still done via the GNOME
project for core NM, but get attached to new bugzilla issues and then we
commit them to FDO git.  NetworkManager is part of the GNOME l10n/i18n
lists so it gets handled automatically.  We could add ModemManager to
that list, or we could make other translation projects (eg, transifex)
aware of it for  better visibility.

(network-manager-applet and the NM VPN plugins live in GNOME git, so
they translations get committed automatically by the translators)
