Dell VID is handle by the Novatel plugin by default and ends up trying
AT probing on that one, instead of MBIM... :/

You can try to remove the plugin file and see if the generic plugin
works directly with MBIM:
# mv /usr/lib/ModemManager/libmm-plugin-novatel.* /somewhere/else

Anyway, we should likely not try the Novatel plugin with every
Dell-branded modem...

Dan, do you remember which Dell-branded modems had to be managed by
the Novatel plugin? VID 0x413c was introduced in the Novatel plugin in
commit 6077763d, but that one seemed like a refactor. Is that a bug?
