[PATCH] Telit plugin: Add modem_power_down

Hi,

as requested, sending again the patch in a proper way, I hope it is now
right, sorry for the mistake.

This patch let Telit plugin send AT+CFUN=4 when modem_power_down is
called, letting the modem going in low power state.
