Q on License of mmcli

mmcli is GPLv2+; that's what --version has always said and that's what
the README in ModemManager sources specifies:
  License.
  The ModemManager and mmcli binaries are both GPLv2+.
  The libmm-glib library is LGPLv2+.

I've updated the headers now in git master and mm-1-4, sorry for the
huge confusion.
