I've got E3372h-153 with firmware 21.180.01.00.00. Is this the same of your key?
Please note that E3372s and E3372h use different chips... They are similar only
on the outside.

I'm using 3.18, but it seems that there are no changes in the relevant files
between 3.16 and 3.18 (or 4.1)...

Hmmm... This is strange. Can you try pinging for a while? Maybe it's the "packet
burst" problem happening with 6000 too... Or maybe try traceroute or wget too,
mobile networks could do strange things to packets (at least they do here in
Italy... :/ ).

Also, please note that ncm works for me only when connected to an LTE network,
and only ppp works when connected to a 3G network; if I use ncm to connect to 3g,
the same behaviour of yours appears. But please note that I haven't tested 3G
extensively. Also I don't know the behaviour on Windows, maybe the mobile partner
chooses ppp or ncm based on the network type?

Exactly, it must be sent via the PCUI port, or the cdc-wdm0 (but it seems not to
be entirely reliable with this modem... The PCUI port always works for me instead.)

Best,
