QMI over MBIM and FCC auth for MBIM devices before 1.6

Hey,

We were thinking in delaying 1.6 until we can send the FCC auth
command for MBIM devices, using QMI over MBIM. This requires polishing
the "qmi-over-mbim" branches in both libqmi and libmbim, and then
getting this new logic integrated in MM.

Is anyone up to the task? I'm a bit... "busy" these next weeks...

Otherwise, we could go on with a 1.6 without that feature, and leave
it for a 1.6.2 update afterwards.
