I also pushed "broadband-modem: document why firmware/OMA interfaces
are left enabled in FAILURE state".  Is that comment accurate?  I can
see that as a use-case, otherwise it's likely somebody just forgot to
shutdown/cleanup the firmware/OMA interfaces.
