I think we should stick to assuming that polkit is ready by the time
MM starts; because anyway MM won't be able to receive actions
otherwise. The retry mechanism would make sense if polkit disappearing
was a valid use case, but it shouldn't be. Anyway, not a very hard
opinion, what do others think?
