The networks the modem finds are all "forbidden", which means the SIM
card you have either (a) doesn't let you roam on those networks, or (b)
the operators don't allow you to register to those as roaming.  If it's
"forbidden", you can't even roam to it.

If you put the SIM in a phone, does it find a network?  Basically, the
modem needs to find at least one network that's "allowed" instead of
"forbidden".  But if never does, then there's something wrong with your
SIM card, or your operator just doesn't have roaming agreements with
any operators your modem can find.

At least it's not the antenna though...
