[Ublox]: UBlox L-210 will not work using ACM interface

The SIM is SIM-PIN locked, that is why you get the "not allowed"
errors here. Did you try to send the SIM-PIN already? The u-blox Toby
uses the generic commands to manage SIM-PIN, so that should definitely
work, to me it looks as if the unlock attempt was not performed.

And BTW; you really should be using ModemManager git master, as the
"ublox" plugin that I wrote (not in 1.6.x releases) was done for the
Toby L210 :)
