GPRS not allowed in PLMN

Hey!

I am getting the following error when trying to connect:

NetworkManager[1246]: <warn>  [1563616384.0993] modem-broadband[cdc-wdm1]: failed to connect modem: GPRS not allowed in PLMN

I am roaming, but this has worked previously with the same kernel, same
version of ModemManager (but NetworkManager got upgraded from 1.14 to
1.18), same roaming network (Orange F). Also, registered over HSUPA (not
EDGE). Any clue on what may trigger that? I will try again when I am not
roaming anymore to see if this is related to roaming.
