No TX with wwan0 using Quectel BG96 and qmi_wwan

Does the "followed the instructions from Quectel" include patching the
qmi_wwan driver for raw-ip support?  If so, then please revert that.
This modem is supported by default.  The Quectel instructions will break
the driver.
