Call throttled - ModemManager not up

HI,

I am running a

ModemManager 1.10.8 on Ubuntu 16.04.4 LTS.
Sierra Wireless EM74xx modem

There was a power outage when the unit was running and resulted in the
following error

It remains in this state and even a Modem Reset is not recovering it.
Restarting the unit/ ModemManager daemon hasn't helped.

Any pointers on what is causing this issue and how to come out of this
state ?
