Quectel BG96: band selection does not take effect

Yes, the setting persists. I tried the AT command for disabling band 20,
and that seems to work (AT+QCFG="band" with bit 20 of CAT-M1 masked out).

Attempted with MM v1.12.12, but the behavior is identical. I can try a more
recent version of MM.
