Modem stuck in unknown state

I am using Sierra Wireless MC7455 modems and randomly when I try to create a
bearer I get the error
GDBus.Error:org.freedesktop.ModemManager1.Error.Core.WrongState: modem in
unknown state.  Once I get this error all commands besides getting
information give either this error or time out.  If I do a mmcli -m 0 I can
see a bearer but if I try something like mmcli -b 0, I get "couldn't find
bearer".  No logs seem to be generated even in debug mode.

ModemManager version: 1.10.0-1
