Hi Federico,
you have to take shell quoting into account:

$ echo sudo mmcli -m 0 --command=at+qeng="servingcell"
sudo mmcli -m 0 --command=at+qeng=servingcell
$ echo sudo mmcli -m 0 '--command=at+qeng="servingcell"'
sudo mmcli -m 0 --command=at+qeng="servingcell"
