Removing LEGACY and PARANOID filter modes in 1.18.0

Hey,

As already noted in the 1.16.0 release notes, the 1.16.x branch is the
last one supporting the LEGACY and PARANOID filter modes:

We'll remove them in git master soon (along with the vid:pid blacklist
and greylist!) so that 1.18.0 is released only with the STRICT mode
(the default one if none specified) and the WHITELIST-ONLY mode.
