Use modemManager without udev

Hi teams,

    I want use *"mmcli --report-kernel-event " *to access the modem, but
the error occur as follow:

root at NVTEVM:~$ mmcli
--report-kernel-event="action=add,subsystem=tty,name=ttyUSB
