[RFC] Bearer interface: new 'uplink-speed' and 'downlink-speed' values in stats

Hey!

When we're attached to the packet service domain the device will
report which are the agreed uplink/downlink speeds. These values are
known at connection attempt time, and may also be updated during a
connection (e.g. if changing access techs).

With the following merge request, the Bearer stats dictionary is
updated to also report these values when known, see:
