Sierra WP7607 doesn't register

Hi,
I am testing a Sierra WP7607 and most of the times the modem is stuck
in "enabled" state without registering to the network:

Another modem (Sierra EM7455) with the same SIM works correctly in the
same environment, so I presume this is a modem issue. MM version is
1.18.2. I am attaching debug logs.
Any idea why this happens, or how I can debug the problem?
