Location status does not change signal value to yes

Signals is the indication if DBus signal updates are enabled or not.
They are disabled by default because it is a security risk: everyone can 
listen to these DBus signals,
so it might leak your GPS position to applications who are not 
authorized to retrieve this information.

You can enable it with `mmcli -m any --location-set-enable-signal`.
