Cat-M1 PSM mode support

Hi Patrick

I am not a modem manager expert by any stretch, so i will let someone else take that side; I do however work with Cellular IoT for a living, so handle PSM and eDRX a bit; I just wonder what your use case is for using modem manager and PSM/eDRX - if you are concerned on power consumption (as I assume you are if you are looking at PSM and eDRX) you might prefer to manage the modem completely yourself; If Modem Manager can handle this, it probably won't be optimized for your use case
