My suggestion is always to use the latest stable, so 1.22.0. That
version will require newer libqmi and libmbim versions, see
https://modemmanager.org/docs/libmbim/dependencies/

The recent MM releases also require a switch of the build tools from
autotools to meson, see
https://modemmanager.org/docs/modemmanager/building/building-meson/
