ANN: ModemManager 1.24.0 released

Hi,

I'm pleased to announce the release of ModemManager 1.24! It actually
happened last week; sorry for the delay of release announcement.

This is a big release and a huge thanks goes out to all our
contributors. There really are too many features, updates, and fixes to
