[MPRIS] Transition to gitlab.freedesktop.org

Dear all,
I realise things have been quiet on here for a while (and I apologise for not
being involved in the few discussions that have been happening recently), but
if you look around at the free desktop world, you can see the success of the
specification that we wrote together eight (!) years ago.
We've been hosted by FreeDesktop.org for most of that time, and I see no
reason to change that. But FreeDesktop.org itself is changing - they are
moving their infrastructure to a GitLab instance:

FDo intend to move all projects over to their GitLab instance eventually. I
think we should do this soon, and I'm happy to organise it.
Currently, we have:
* a mailing list
* a git repository for the spec [1]
* a landing page on the FDo wiki [2]
* an online archive of HTML versions of the spec [3]
* a bugzilla component with 7 open bugs [4]
All of these apart from the mailing list would move to GitLab - the git
repository is obvious, and the web pages would be generated using an automated
(CI) job from that repository. We'd use GitLab Issues for the bugs. We would
also gain a wiki if we want to use it.
I'm actually off on holiday for the next couple of weeks, but if no-one has
any objections, I'll start this when I get back.
