[Networkmanager] Prevent activation of network connection

Is it possible to prevent activation of a connection via a dispatcher pre-up
script or similar?  I'm trying to recreate the effect of the Windows "Disable
Simultaneous Connection to Non-domain and Domain" GP setting -
