[Networkmanager] IP address not restored upon carrier loss

Hello,

We have a customer running Red Hat 8.5.0-10,
kernel 4.18.0-372.26.1.el8_6.x86_64, NetworkManager version 1.36.0-7.el8_6.
When they disconnect their network cable, the static IP address, on the
corresponding interface, is lost. When the cable is reconnected, the IP
address is never restored, unless nmcli con down is issued. What would
account for this behavior? We would expect a statically configured IP
address to persist between carrier state changes. What seems a bit odd, is
that the logs indicate the state change, triggered from disconnection, as
reason "user-requested" instead of "carrier-changed".
