Important announcement for packagers: new downloads site

Until now, NetworkManager releases could be downloaded as tarball from
download.gnome.org. Recently, the release process has changed in GNOME
and it requires that the releases must be triggered by the CI of the
project in their Gitlab instance.

For us, this has been unfortunate because of 2 reasons:
1. We don't host the code in gitlab.gnome.org.
2. We were not aware of this change until it happened.

We had to consider whether to create a mirror repository in their
Gitlab instance and continue publishing the tarballs at their
downloads page or migrate to somewhere else. As NetworkManager is not
hosted in GNOME since many years ago, we found the latter easier and
more natural.

https://gitlab.freedesktop.org/NetworkManager/NetworkManager/-/releases.
Please adapt your scripts and/or spec files consequently.
