[Nice] Libnice 0.0.13 released!

A new version of libnice is now available : version 0.0.13!

Here are the main changes :
- Add support for IPv6
- Fix crc32 function conflict with libz.so
- Various bug fixing and code cleaning
- Validate the remote candidate address before adding it

This release mainly adds IPv6 support to libnice as well as a few bug fixes. It
also fixes the bug reported by Igor Serikov about the crc32 function conflicting
with libz's crc32 symbol.
It adds minor bug fixes but also a small change to the API :
The nice_agent_gather_candidates() function call now returns a gboolean instead
of void. The function can now return FALSE in the case where it is unable to
detect any interfaces on the system. This will avoid the g_error being called in
that case which may have caused your application to abort.
