[Nice] patch for nonblocking socket on windows

Hi Youness,
I submit two patches for review. Here is the first one.

This patch uses ioctlsocket to set socket to nonblocking mode on Windows.
The patch check also for WSAENOTCONN error result for TCP socket. I get this error when the socket function connect(...) has been called but the socket is not yet connected.
